Probably, certain translation related operations should be reserved to logged in users. Also, put nofollow on certain links.

What should anonymous users be allowed to do?
- Create a translation? Risk that bots might create an empty translation?
- Associate a page in one language to a page in another language? Probably not.
- Dissociate a page in one language from a page on another language? Not sure
