Is it possible to have different access levels defined for different articles or article groups. In case of translations it might be interesting if pages in a given language can only be modified by the group of people mastering this particular language.

Yes, it is possible. You can set a Category for each language, and set your desired permissions for each category (thus, language). There are several ways to make that pages are categorized to the needed category (by user, by default group, ...).
And I guess that "Staging and approval could also be used (in a similar way as Mozilla support site do), but I haven't used that feature myself yet.
