Title: Add languages for Project Lingua

Description: About one-third of Lingua language teams aren't currently represented. Missing are: Bengali, Albanian, Macedonian, Malagasy. As a starting point, one idea might be to make "dummy" localizations of these languages by cloning from the English loc, so that they become available for authoring.

Ask Chris Salzberg if more is needed; update him when it is done.
